JEFFERSON COUNTY, NY – The Greater Watertown–North Country Chamber of Commerce has named Catherine Burns Quencer as the recipient of the 72nd annual Israel A. Shapiro Citizenship Award. Quencer was selected for the award due to her professional leadership, civic involvement, and the meaningful impact she continues to have across Jefferson County.

Named in honor of the late Israel A. Shapiro, a former Director of the Chamber whose legacy reflects a deep commitment to service above self, the award has recognized outstanding community leadership in Jefferson County since 1953. The Israel A. Shapiro Citizenship Award celebrates individuals who strengthen the fabric of Jefferson County and exemplify what it means to lead in service of others.

“This award reminds us that the strength of our community comes from people who quietly and consistently give of themselves,” said Kaylee Millward, Executive Director of the Greater Watertown-North Country Chamber of Commerce. “Catherine’s steady commitment to this community reflects the very best of who we are. Her example calls each of us to show up, to serve, and to believe in the future of our shared community.”
